Committee time is certainly a consideration, and how we operate seems like a valid discussion topic at the next meeting. Although, some of the people affected will not be there, so any decision we might come to would probably need to have a letter ballot. I would note that we have previously discussed having electronic meetings (Skype, or equivalent), but decided against it.
However, I see the desire for a smaller revision this time as being mainly driven by implementation lag times that frustrates users and burden the declining number of vendors supplying compilers.
