F2018 became a large revision because two TS projects, that were
supposed to have independent development schedules, were essentially
folded into the development plan for the standard proper.  We spent a
lot of time at a lot of meetings working on these.

All of the work of IEEE P 1788 was done by e-mail.  To my knowledge, the
committee never met face-to-face.

Most of the work of WG9 (Ada) is done by e-mail.  They meet face-to-face
once per year.

One of the topics in Tokyo ought to be whether we can do more business
by e-mail.  Develop proposals.  Discuss proposals.  Develop
specifications.  Discuss specifications.  Develop syntax.  Discuss
syntax.  Develop edits.  Discuss edits.  Process edits as official
motions.

If we don't do more of our business off-line between meetings, we need
to reinstate our previous schedule of four meetings per year.
Otherwise, even if we do a dinky project that consists only of cleaning
up interps, we won't meet the three-year schedule that Steve described
recently.
