[J3] work on F202X at #217?

Building upon Damian's questions, I'll suggest using a couple of new
feature sections in Fortran 2018 themselves as basis for the examples.
Meaning with Fortran 2008 as reference, imagine a couple of features
to be proposed for the next standard revision i.e., Fortran 2018.
Take one of the bigger feature introductions with "Additional parallel
features in Fortran" and one or more of the smaller items in "Removal
of deficiencies and discrepancies". What would an "ideal paper"
submission with *use cases" and "formal requirements" look like,
considering many on this distribution list should have benefit of
20/20 hindsight as well as considerable supporting information of all
the work that led to these features getting added to Fortran 2018?
Thanks,
