Agreed. Clearly an enormous amount of careful work went into producing 18-233 and the FDIS. Malcolm deserves (has earned) much appreciation for this.

I think we want 19-007 to be the line-numbered clone of the published standard, as that is the document against F2018 interps will be written. It should be up to Malcolm and Steve whether we go directly into edits for the F202X CD with 19-007r1, or we wait until there are some features ready for integration before starting to produce new 007 documents. The electrons for 18-233 are not going to disappear and we can always come back to the COMMENTS therein when the appropriate time comes. For the October, 2108, and February, 2019, meetings I think there is work to be done on a F202X feature set to be ready for the WG5 meeting in Tokyo in 2019.
