I noticed that too. That's not the format used by the current uploader, 
but some papers use that format. I'll get that done soon. I'll note that 
the old site has 2012 file creation dates for all the older papers. 
Also, pre-1999, a lot of papers are missing as they were not provided 
electronically.

I also agree that it would be best to not upload to the old site. After 
the shake-down (after 215 closes), the new site will become the default 
if no serious issues are found.

And on the tar vs. zip question, I found I can do both for the 
traditional "tarball".
