There is commonly a $50 meeting fee, though that has been waived for the February, 2019 meeting in Las Vegas.  Since this is you first meeting, you will officially be an “observer”, and would not be charged the meeting fee anyway.

There is a system of annual “dues” charged by INCITS for membership in J3 (PL22 to INCITS).  Those dues are fairly high, but do not apply to an observer.   If LANL already has an INCITS membership for the C or C++ committees (which appears to be the case), there should be no additional INCITS dues for you being a regular member on the Fortran committee.
