[J3] Thoughts on the semantics of generics

I have long had an interest in the potential of generics for Fortran. When I realized that J3 was seriously considering the addition of generics to Fortran I thought it would be useful to have a summary of the different semantic options available for generics. Attached are my current thoughts.
