(j3.2006) J3 web site and mailing list

I have started the process of migrating the J3 web site. My intention is 
that, for now, you won't see any differences as the site is still hosted 
at UCAR. I am changing the domain registration which affects DNS. I 
*THINK* I've set it up to be seamless, but one never knows. If you can't 
get at the J3 site or email list, write to me directly.

Eventually the site will move off of UCAR, but having Jon be the 
registrar for the domain was a problem for Intel, so I am taking that over.
