Dan,

PM spreadsheet, 17-187 - I think DATA haven't finished with it yet.
I think "no action" is wrong.
At least Malcolm hasn't mentioned this paper as "no action" or
for vote TUE.

I think they wanted to finish with CD comments first, and this paper
is dealing with a separate issue. So I think DATA haven't looked at it yet.

Correct me if I'm wrong
