Lynn is still trying to negotiate an acceptable membership agreement
with the Caltech/JPL lawyers.  My immediate management objected to the
third paragraph, which says ITI is an advocacy and policy organization.
My boss said JPL wouldn't pay for membership in IEEE or AGU, so why pay
for ITI (INCITS) membership?

If ITI wants Caltech/JPL to sign a membership agreement, it can't say
that ITI is an advocacy organization.
