(j3.2006) internal writes to deferred length strings?

In the WG5 user survey of possible new features, automatic reallocation on
I/O of deferred-length strings is, so far, the #1 vote getter. We
recognized this as an omission during F2015 discussions and I'd like to see
if we could get it in for F2020. Of course, the devil is in the details.
