True.  But the operational requirement for a TAG meeting is for INCITS to get a copy of the minutes of the meeting.  In the past, the J3 Secretary (aka Stan, now Lorri) has been the secretary for the TAG meeting as well.  Stan was famously effective in this role.  In terms of having an IR be the chair of the TAG meeting, I assume Dan is authorized to be an acting IR for the duration of the meeting.
