(j3.2006) Future deprecation of overriding character length, dimension and codimension

Normally making an existing part of the standard Obsolescent would be part of the feature list agreed by WG5 for the next revision of the standard.  Once WG5 has decided a feature  list for the next revision, the work to implement it (ie write the paper with edits) is assigned to J3.  Such a change would be much too late for F2015, but certainly open to consideration for the next revision.
