(j3.2006) Future deprecation of overriding character length, dimension and codimension

I have also seen it in user code, and remember being surprised that this
was allowed when a customer complained that VAX Fortran gave an error. It
turns out that Intel Fortran is inconsistent as to whether it allows it or
not, which is how it came to my attention again.

Indeed, I propose that it be made obsolescent.
