Hi,

Here "comments" has two meanings.

One is the comments submitted by members to form the ballot,
the other is comments made as part of the vote.

I believe, from the postings made on this list, that all yes votes
but one will disavow Van's locality specs comment.  I know I did.

At worst, we can vote in Garching whether to reconsider Van's position.
If we do, I expect the vote will be those present less one (opposed)
to one (favoring).

I just don't see any problem here as the will of the committee
has been repeatedly and clearly expressed.  So has Van's, but apparently
without gaining support.  No basis comes to mind for expecting this to change.
