RANK and SHAPE are inquiry functions.  They don't require the argument
to have a defined value.  Rank and shape of an implicitly declared
scalar are both defined, but it seems silly to print 'I did not expect
rank 0 shape 0' in the RANK DEFAULT branch of the construct, given there
is a RANK(0) branch.  So "Y has not been declared" is the correct
comment.

I would replace "(2x)" in the proposed change with "twice".
