There is no subclause 11.10.4.

The edit for 16.9.55 has been noted by the UK.

The edit for 16.9.77 is not needed. 16.2.1, para 3  says "The dummy 
arguments of the intrinsic procedures in 16.9 have INTENT (IN) if the 
intent is not stated explicitly."

I would be happy to propose your edits 1 and 7 in the UK vote.
