These subclause numbers appear to apply to the pre-16-007r2 numbering.

One could make a case to move the first paragraph of 16-007r2:18.10.3 to
16-007r2:15.6.3, and the third paragraph to 16-007r2:17.3.  The second
paragraph seems to fit better in 16-007r2:18.10.3, or maybe
16-007r2:17.7.
