Yes.  The introduction mentions "An actual argument with the TARGET attribute can correspond to a dummy pointer."

There is a similar feature for procedure pointers, but it's a subtle point, easy to miss, and not mentioned in the introduction.

This is permitted in Fortran 2008 already, provided the POINTER dummy arg has INTENT(IN).
See 007: 12.5.2.7 para 2.
