That there is no mention of it in the editor?s report means there is no ?Why?, it just got missed out.  Sorry about that, and thanks for drawing it to my attention.

Looking at the most recent draft, it appears to me that 16-218r2 was not applied. There is also no mention of it

in the editors report. Why did it get missed out?
