I had a look at 04-265r1 from meeting 167 in 2004 - the last spreadsheet I found in my files.    The meaning of ?favorable? and ?lower priority?  are much too vague.  However, there is a total ?score? (ranging above 100) for each feature.  Given that a misguided proposal to add Cray Pointers to Fortran scored a 80, I would propose a cut-off minimum of 90 for any feature reconsideration.  That might reduce the number to a manageable size.  

I still think it is questionably leading to ask survey responders ?do you like this feature??,  since it?s easy to reply ?oh, that?s cool? without considering all the consequences. But J3/WG5 might review the list with a Score >= 90 filter applied.
