One interesting quote from the draft minutes for me was
"2008 doesn't quite say that implementations are required to provide all
comparisons between operands of any supported type of the same radix. I
don't think we meant to."
This makes me think that we could stick with providing the homogenous ones
only as IEEE_whatever functions.

I asked David Hough today if the IEEE 754 committee had considered
the questions I raised about comparisons. He said the committee
spent half of their two-hour meeting discussing my first question, but
had not yet reached a conclusion about it. My first question was
whether a IEEE comparison operation could raise the invalid operand
exception more than once. David said that he thinks the committee
is leaning toward allowing a comparison involving operands of
different formats to be implemented as a conversion followed by
a comparison of homogeneous operands. Comparisons involving
operands of the same format would not be allowed to raise an
exception more than once.
