(j3.2006) Block comments

I think I remember potential syntax problems with existing code.  A
sequence like
      ...  (!
...
       ...  !)

Can be perfectly legal Fortran if the "..."s are chosen perversely enough.
  I think that's a problem with almost any character pair that doesn't add
a new character.
