(j3.2006) Block comments

To the extent that my memory is working, I vaguely recall a brief
discussion back in the day. I think there was some sentiment that it was
more problem that benefit, as mismatched block comments caused enough grief
for us in other language(s) that we didn't want to replicate that
misfeature.

Obviously, there's a strong counter opinion, as many languages do have
them. But all it took as a failure to get critical mass to die.
