(j3.2006) Block comments

A customer has asked me why Fortran doesn't have block comments. I took a
look through the archives and found a 1994 proposal from Canada in N970 that
appeared to have not gone any further. (It was intriguing to see the
proposed syntax of "(! . !)", which had never occurred to me.) Had this
feature not come up again in 20 years? Is there some history here I could
learn about?
