I'm new to this and I apologise in advance for an obvious question.
I appreciate this must have been considered in the past,
and there are valid reasons not to do it, but anyway...

why not use some version control system to work on
WG5 drafts? Some unified diff view (previous version vs
suggested amendments) might be easier to check thoroughly.
