We implemented the submodule feature already and we support USE of the
ancestor module in a descendant submodule. However, I have NO objection to
disallow it as Bill suggested. That being said, if this approach is not
feasible, I am strongly in favor of disallowing the 'useless' submodule as
an interp of F2008 as Malcolm mentioned.

As one of the vendors that started implementing submodules based on the TR
and early F2008 drafts, we still disallow USE of the ancestor module in a
submodule. If we reinstated that rule, these other issues would disappear.
I see allowing use of the ancestor module as pointless and confusing, and a
good candidate for ?wart? status.
