As one of the vendors that started implementing submodules based on the TR and early F2008 drafts, we still disallow USE of the ancestor module in a submodule.  If we reinstated that rule, these other issues would disappear.  I see allowing use of the ancestor module as pointless and confusing, and a good candidate for ?wart? status.
