(j3.2006) Access spec on interface blocks

I think the syntax would be confusing.

And F2015 already allows
   GENERIC, PUBLIC :: .op. = mp1, mp2, mp3 which is even more concise than
the suggestion.  So in a sense, the answer is "we already did this, via the
GENERIC statement".
