(j3.2006) Draft of 15-010

Thanks to David for drawing my attention to WG5/N2023.

I have prepared a draft of 15-010, the J3 work plan, which is attached.

It looks like everything required in N1982 and N2023 is completed, 
subject to future discovery of mistakes (hopefully minor ones) and 
resolution of UTIs.

Let me know if there are any mistakes.

I propose to send it to Dan for posting on the server on Friday 24 October.
