If you cannot OPEN a file an error condition is raised.  Fortran i/o 101.  There 
is no end to the list of possible error conditions attempting to open a file, 
and no attempt to list them.

The "rationale" portion of paper 14-174 indicates
that if a processor does not permit a file to be
open on more than one unit, an error condition is
raised on an attempt to do so.  The proposed edits
do not mention such a requirement.  Is such a
requirement intended?
