I was not a member at the time, and I have no knowledge
of how the text came to be.  I thought that the reason
the constraints imposed on other parts of the standard
appeared in Clause 15 instead of near the related
syntax rules was that Clause 15 started as an independent
document.  As it is. I have no idea why the constraints
were not placed near the related syntax rules.
