	Interoperability with C was originally developed as a TR.  As the one-year
development deadline for a TR approached, we realized that the work was much too complex
technically for us to meet the deadline and that it was unlikely that we would meet a
deadline extension if the ISO granted us one.  Therefore, we moved Interoperability with C
into a regular major feature work item for Fortran 2003.
