On that page each document is classified as open or restricted.  The restricted ones, i.e. most of them, have a key symbol alongside the pdf icon.  How the classification is decided by the SC22 secretariat is not always obvious.

BSI organize their website differently.  The list of technical documents is not accessible to the public.  A username/password combination gives access to particular sections of the archive.  Once in, all documents in that section are accessible.
