(j3.2006) Syntax for US-08?

Has anybody given any thought to the syntax for US-08, that is, a
declaration that there are no implicitly external procedure references
in a scoping unit?

The ones I've seen proposed include

  IMPLICIT NOEXTERNAL
  IMPLICIT, EXTERNAL :: NONE
  EXTERNAL, NOIMPLICIT
  EXTERNAL, NONE
  NO IMPLICIT EXTERNAL
  EXTERNAL, EXPLICIT
  EXPLICIT[,] EXTERNAL

This seems like the kind of thing on which we ought to be able to reach
consensus by e-mail, without face-to-face meetings.

If we can agree on syntax, I think we can finish this at 202.
