(j3.2006) TS draft - meeting 202 files

I uploaded 13-358.pdf, the new TS draft, to the J3 server today.  A 
duplicate version, renumbered WG5/N1996, was forwarded to John to be 
used for a WG5 ballot. Separately, I uploaded 13-359.txt  that contains 
editorial notes on the process of updating the TS.   (Dan: This 
completes the papers I plan to submit for meeting 202.)
