For dummy arguments they don't apply in the scoping unit where they are declared 
any more than the TARGET attribute applies only in the scoping unit where it is 
declared.  There is an interaction between the actual arguments and the dummy 
arguments, and this interaction is different depending on whether the dummy has 
one of these attributes.

E.g. see C1238-C1340.  (That's for example, not the whole sum of the 
interactions.)
