(j3.2006) teams paper

Hi,
The problem has been tracked to increased security. The web site
no longer can overwrite an existing paper. A paper must be deleted
and then reloaded. So when the paper writing paper tries
to rewrite the paper paper, it fails. The upload itself,
which creates a new paper, succeeds.
The teams paper is 13-231.txt
I'll try to fix the paper uploader over the weekend.
I've got some time with the head of the web group Monday,
so any fix can be tested or disproven by then.
