(j3.2006) Specs and syntax from past papers

Hi folks,

We are going to be moving formal adoption of specs and syntax for some proposals 
at the next meeting.  In my view the specs and syntax need to be current papers. 
Although moving a paper from the February or July meetings of this year as 
specs/syntax might be acceptable, it is not (IMO) acceptable to be moving a 
paper from 3 years ago.

If the specs/syntax from a past paper really are acceptable precisely as is with 
no modification I would suggest it would be a simple matter to copy/paste those 
specs and syntax (as separate sections where they are not 100% identical) into 
the relevant paper for the next meeting.

This applies particularly to 13-307 (referencing 10-187r2); however, it would 
seem to be best practice to put the actual specs and syntax that we will be 
moving directly in the meeting paper concerned in all cases.

One further comment on the edits in 13-307: in, for example,
  [13.7.10p3 328:8]
  Delete "The corresponding ... optional dummy argument."
I would recommend mentioning somewhere (e.g. after the ], or as a separate 
comment), which intrinsic the edit is for.
