US proposal 4 requested more control over host association.

Malcolm provided specs in 13-238r1.

Would it be feature creep to include renaming?

I.e., <import-name-list> becomes <import-list>
and <import> ::= [ <local-name> => ] <import-name>

This would provide at least some of the functionality desired by those
who have asked to allow a USE statement to refer to the module in which
it appears.
