Assuming the rules haven't changed failure to have the required officers is grounds for immediate decommissioning of a committee. It has happened.

Generally not. I think the real issue, assuming no changes and my memory works well enough, is the employer being US domiciled. FJ fails. Daniel may qualify he'd need to check with NCITS current trained personnel

Used to be one trip to DC for "training".  Refreshers every third year don't quite get why the initial session is in person
