(j3.2006) Materials for 199

I can't access the j3-fortran.org web site, either with firefox or wget.
It just sits there silently, eventually timing out.  Can anybody else
access it?

ssh, scp, sftp and rsync don't work either.

Are there any papers for 199 yet?

Would it be acceptable to describe yet another scheme to cope with the
problem of integrating kind type parameters with type bound procedures
at meeting 199, or should I hold it back until we start gathering
requirements proposals for the next revision?
