(j3.2006) 12-181 is a duplicate of 12-174

12-181 is effectively a duplicate of 12-174.  When Tobias first
circulated the discussion, Malcolm and I noticed some problems with it,
so I prepared a revision, which is 12-174.

There is no 12-177.

I've uploaded 12-176r1.txt and 12-176r1.pdf.  The only difference to r0
is having the correct paper numbers, or at least the paper number
re-assigned after Dan repaired the upload web.
