refers to 12-176.pdf, and submit a 12-176r1.pdf that's numbered 12-176
in its first-page heading.

12-178r1 is a paper of Bill's.  There is no 12-177, which presumably
would have been the same as 12-172.  Maybe you should renumber 12-178r1
to be 12-177.
