(j3.2006) meeting 199 papers

Hi,

I have repaired the meeting 199 directory on the server.

What I did:

Bogus experiment droppings were removed.

Papers were renumbered to cover the gaps left from the above.

New papers were added from folks who sent me a paper for the meeting.

The effects of the above is that paper numbers are not chronological.

Pre-meeting tar balls were made in the meeting and year directories.

What you can do:

Check that all papers are there.

If the upload doesn't work (I think it should, but there could be
yet another permission bug creeping around somewhere), email the paper
to me and I'll update as needed.
