The problem this year appears to be primarily foreign travel. I was
told that the edict didn't issue from the executive branch. The NASA HQ
bureaucrats blamed Congress. They implied that the problem wasn't
primarily cost, but rather perception. They claim there's been a
clampdown for several years, but if that were so, how did the GSA junket
to Las Vegas sneak in?
My supervisor (who has the budget and interest for me to participate)
remarked that NASA HQ had cut JPL attendance at an EGU (European
Geophysical Union) meeting from sixty to ten. He described it as "a
bloodbath." I asked if they had ever cut NASA participation, in any
meeting, from one to zero, to avoid a perception problem. He didn't
know.
This will be only the third meeting I've missed.
