Absolutely not.

Please read the message from Keld again - in particular, "restricted access" and 
"only use for standardisation work".

It is already on the J3 member site, in the INCITS directory.

PLEASE,
(1) Do Not Redistribute
(2) Only Use For Standardisation Work

If you want to use for anything else, you need to buy a copy from ISO or ANSI or 
some other member body.
