(j3.2006) Are functions defined in intrinsic modules pure functions?

The last sentence of paragraph 2 of Clause 13.1 states

     All standard intrinsic functions are pure.

I failed to find an equivalent statement for functions defined in
the standard intrinsic modules.  Is there such a statement?
If not, should there be?
