'Abstain for lack of expertise' is a perfectly honourable vote.
BSI uses it when appropriate.  Too many countries seem to vote
'yes' it's not clear that anyone has even read the document.

Well, all the things on that list apart from Smalltalk are
SC22 projects and Smalltalk would have been if it had ever
been proposed to JTC1.
