(j3.2006) Paper 11-231

Paper 11-231 covers 31 of the 51 UK comments, and none of the 4 German 
comments.  There will, clearly, be more papers.   Van's #define proposal 
could be one of those, though I am generally disinclined towards new 
features at this stage. The proposal  certainly does not fall into the 
simple edits category of 11-231.
